Kevin Scott Steppan 25 yrs (Photo) Convicted Sex Offender considered at high risk to re-offend

The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Kevin Scott STEPPAN, 25 years of age, a convicted sex offender who is considered at high risk to become involved in further sexual offences.
STEPPAN will be released from Headingley Correctional Centre on August 18, 2010. He is expected to take up residence in Winnipeg.
STEPPAN has previous convictions for Sexual Assault with a Weapon as well as many other criminal offences. Although STEPPAN participated in sex offender treatment programs while in prison, he is still considered high risk to re-offend.   Females are at risk of sexual violence.

This information is provided to enable members of the public to take suitable measures to protect themselves. Any form of vigilante activity or other unreasonable conduct directed at Mr. STEPPAN will not be tolerated.

The Winnipeg Police Service is requesting the public’s assistance in locating a 25 year old male, Trent Nicolas MINSKI.
 
MINSKI is currently wanted by the Winnipeg Police Service regarding credit card fraud and Breach Probation.
  
He is described as: Caucasian, 6’00” in height, 317 pounds, heavy build, brown hair and blue eyes.

500 Mountain, Aug 11 Assault - Arrest



RESIDENTAL BREAK AND ENTER ARREST  C10-180764
As previously released, on August 11th, 2010 at approximately 12:50 a.m., Winnipeg Police Service Uniform Members along with Emergency Services Responders were dispatched to a residence within the 500 block of Mountain Avenue. 
 
Upon arrival officers located a number of individuals that had been physically assaulted by four unknown males that had forced entry into the residence. 
 
Three individuals were transported the hospital in unstable condition and all have since been upgraded to stable condition.
 
The investigation by Members of the Division 13 Crime Unit has revealed that a 25 year old male, as well three males yet to be arrested, forced entry into the residence and proceeded to assault the occupants within.   The suspect males stole an undisclosed amount of money and fled the scene. 
 
Peter George SCOTT, 25 years of Winnipeg has been charged with the following offences:
 
- Possession of Weapon for Dangerous Purpose
- Break and Enter Commit Indictable Offence (Robbery with Weapon)
- Aggravated Assault x 2
- Assault Cause Bodily Harm
- Assault with a Weapon
 
SCOTT has been detained in custody at the Winnipeg Remand Centre.
 
The investigation is continuing by members of the Division 13 Crime Unit.

CANADA WIDE WARRANT – AGGRAVATED ASSAULT R10-46106
The Winnipeg Police Service is requesting the public’s assistance in locating 26 year old, Apay OGOUK currently wanted for aggravated assault.
 
OGOUK may be residing in the Calgary, Alberta area. He is described as a black, male, approximately 6’2” in height, 140 lbs., thin build and dark brown eyes.
 
             
 
Anyone with information regarding OGOUK’S whereabouts is asked to contact their local police agency or the Winnipeg Police Service immediately.

Stolen vehicle, pursuit, 18 yr old arrested, Lansdowne/Inkster area

STOLEN VEHICLE ARREST R10-71189
Between August 23rd and August 24th, a vehicle was stolen from the area of the 300 block of Templeton Avenue.
 
On August 25th at approximately 3:45 a.m., two male suspects were occupying the stolen vehicle in the area of the 300 block of Sackville Street when they proceeded to steal a second vehicle. The suspects fled the area in both stolen vehicles. 
 
At approximately 4:00 a.m., patrolling Uniform members observed one of the stolen vehicles and occupant in the area of Logan Avenue and Quelch Street. Officers attempted to pull the vehicle over in a safe manner at which time the suspect driver fled the area at a high rate of speed having no regard for public safety. A pursuit ensued after which time the stolen vehicle was located abandoned in the area of Lansdowne Avenue and Inkster Boulevard. The suspect fled on foot and was subsequently pursued by officers, including members of the Canine Unit.
 
The suspect was located at a residence in the area and placed under arrest. An 18 year old male has been charged with the following offences: Theft over $5000.00, Theft under $5000.00, Dangerous Operation of a Motor Vehicle, Flight from police officer and Drive while disqualified.
 
On August 26th, at approximately 3:00 a.m., officers encountered the second stolen vehicle in the area of McGregor Street and Selkirk Avenue. A tire deflation device was deployed and the suspect vehicle fled the area. The vehicle was later located abandoned in the area of Spence Street, south of Sargent Avenue.   
 
The investigation is continuing by members of the Stolen Auto Unit.

The St-Pierre-Jolys RCMP and Winnipeg Police Service are requesting the public’s assistance in locating a 14 year old female, Jay Lynn MCIVOR.
 
MCIVOR was last seen in St-Pierre-Jolys, Manitoba on Thursday, August 19, 2010.
 
Police consider MCIVOR to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.

 
 
MCIVOR is described as Aboriginal, 5’7” in height, 121lbs, dark brown hair with blonde streaks (past her shoulders) and brown eyes. MCIVOR was last seen wearing short blue jean shorts, black and white stripped shirt with ¾ length sleeves and running shoes (skater type).

Description of suspect:  Male, Aboriginal teen - maybe  15 16, about 5'7", medium build, short hair,dark red football t-shirt, long shorts.

Atlantic, near 170, garage overnight Aug 27/28

Machray, near 175 garage reported Aug 29 3: 44 a.m. 

Polson, near 25, garage Aug 29 at 7: 42 p.m.

[Given the timing it's likely that all these can be attributed to the same individual]

If you've got anything of value in your garage (bikes, lawnmowers, ladders etc.) securely  lock them up within the garage to another bulky item or the structure of the garage itself.

Graffiti - Bread of Life Ministries 1338 Main (Photo)

The Bread of Life Ministries building on Main Street - just north of Machray is the only building in that stretch of Main Street that's defaced with graffiti.  (A great job was done by volunteers and businesses resulting in all adjacent store-fronts being graffiti-free).

The Bread of Life Ministry was politely asked in April to arrange to remove the graffiti from the building front - without response.

If anyone has any ideas on achieving a graffiti-free front to this building, please let us know.

In this workshop participants will examine how the developmental stages of childhood determine how children and youth experience and express grief, and how caregivers can adjust their responses accordingly. This workshop will include teachings, some of it based on Western child development theory and therapy practice. The emphasis will be on group learning through storytelling and exercises.

Terry has been employed as a Community Liaison Recreation Technician for Community Centres and brings a wealth of experience in working with volunteers and volunteer organizations.

Terry will start his new position this upcoming Monday, August 16, 2010 and will be located on the 6th floor 395 Main Street. Terry can be reached at 451-4497 and via email at tcormier@winnipeg.ca

Before he can fully assume all his CDW duties, there will be a transition period for Terry till the summer holiday season is completed.

MISSING PERSON – Mildred FLETT (aka NELSON) - UPDATE R10-55243
The Winnipeg Police Service continues to request the public’s assistance in locating 51 year old missing female, Mildred FLETT, also known as Mildred NELSON. She was last heard from at the beginning of June, 2010. It is out of character for FLETT not to have contact with family or friends for this length of time. 
 
                                   
 
She is described as Aboriginal, 5’10” in height, weighing approximately 140 pounds, medium wavy black hair, with brown eyes. Information received suggests that FLETT may have cut her hair short.
 
The Missing Persons Unit is also requesting the public’s assistance in locating a 46 year old male, Anthony Joseph MARTIN. Investigators would like to speak with MARTIN as he may possess information pertaining FLETT’s whereabouts.

 
He was last seen on July 29, 2010 in central Winnipeg. He was last seen wearing: black gym pants with a dark blue t-shirt and appeared somewhat disheveled.
 
MARTIN is currently wanted on an unrelated Warrant for his Arrest.

Lend out your back garden!

Twenty-four new-Canadian families in the William Whyte Neighbourhood  have benefitted from neighbours willing to lend out their back gardens to newcomers to enable them to grow veggies - some of which aren't readily available in Winnipeg.  

Highlighted during the interview on the CBC Radio on August 9th was a new-Canadian  family who were raised-bed gardening on Machray, producing among other veg, squash and zucchini leaves for certain cultural  dishes.

Contact Lisa Martens at the William Whyte Residents Association at 582-9091 for more information  if you're got yard space available, or you're interested in growing your own veg.

Armed Robbery Main, 800 block, Aug 8. Suspect Descriptions

ARMED ROBBERY                                                              C10-178418
On Sunday, August 8th, 2010 at approximately 12:45 a.m. Winnipeg Police responded to a report of an armed robbery in the 800 block of Main Street.
 
Three male suspects entered the business and confronted an employee demanding cash. One suspect appeared to be armed with a hand gun. The suspects stole the cash register and fled to a waiting vehicle. There were no injuries.
 
The suspects are described as:
1)     Male, 30 years, Native in appearance, 5’9”, skinny build, wearing sunglasses, white baseball cap, dark coloured windbreaker, runners.
2)     Male, mid 20’s, Native in appearance, 6’, face covered by a red and black bandana, sunglasses, black hoodie and dark pants.
3)     Male 18 – 19 years, Native in appearance, 5’11”, small build, face covered by red and black bandana, black hoodie.
 
The investigation continues by Winnipeg Police Major Crime Unit. Anyone with information regarding this incident is asked to contact CrimeStoppers at 786-TIPS (8477).

Scotia/Jefferson Sexual Assault - Assailant Sketches, Woman Walking small White Dog sought

SERIOUS SEXUAL ASSAULT- UPDATE           C10-165494
On Friday, July 23rd, 2010 at approximately 8:30 p.m., a 14 year old female victim was walking in the area of Scotia Street and Jefferson Avenue when a large white van with 2 male occupants approached her. This van stopped and the victim was forced into the van, where a serious sexual assault occurred.
 
The van is described as a white “Sprinter” panel van with no rear windows.
 
The following composite sketches of the suspects have been developed: 
     
 
 
Suspect #1: Caucasian male, 25 years old, 6’2” tall with a muscular build, and a balding hairline. He also had a long beard. This suspect male was wearing a white t-shirt, blue jeans and a black baseball cap with a long peak.
 
Suspect #2: Black male in his 20’s, with short hair and wearing all black clothing.
 
This investigation is continuing by members of the Sex Crimes Unit and anyone with information regarding this incident or the suspect(s) is asked to contact investigators at 986-6245 or CrimeStoppers at 786-TIPS (8477).
 
SERIOUS SEXUAL ASSAULT- UPDATE C10-165494
On Friday, July 23rd, 2010 at approximately 8:30 p.m., a 14 year old female victim was walking in the area of Scotia Street and Jefferson Avenue when a large white van with 2 male occupants approached her. This van stopped and the victim was forced into the van, where a serious sexual assault occurred.

Investigators have learned that there may have been an older female walking a smaller white dog in the area around the time that this incident occurred. Police are requested that this female contact the Sex Crimes Unit at 986-6245.

New Police Cruisers - Photos

The Service is excited to announce that we are currently undergoing many changes which include a strong articulation of our new Vision, Mission and Values.
 
As such, it has been over 20 years since the Winnipeg Police Service implemented the current graphic design of the white cruiser cars with blue stripes. It became an opportune time to look at rebranding the visual aspect of our Service, mainly, the front-line cruiser cars, which is a component that the citizens of Winnipeg see each and every day.
 
These new designs and graphics on our cruiser cars were recently voted on by members of the Police Service, and we are excited to unveil the result here today.
 
As you will note, the most important improvements on the new cruiser car designs are the larger and bolder graphics that have been applied, making these vehicles much more reflective and identifiable. 
 
The enhanced visibility of the new cruiser cars will ultimately increase officer safety when responding to emergency calls, as well as assisting the Service in creating a greater awareness of police vehicles in neighbourhoods throughout the City.        
 
The Police Service would also like to remind the public that both designs will continue to be seen on the streets over the next few years, as our new cruiser cars are phased into the current fleet through attrition.
 
By moving forth with this visual rebranding of the Winnipeg Police Service’s cruiser cars, it will enable the Service to continue to enhance our professional image for many more years.  

 


 
 

Redwood Bridge/Molson Pty. Trail - City Planner's Updates May 27, July 23 & 27 Updates

July 28, Update  from John Kiernan, the City Planenr:
We appreciated everyone's support on the long over due connection. As a
quick follow up we have a contractor available and are in the process of
contacting the owner to secure the permission to enter and construct. We
have also discussed a back up plan should the agreement not be secured.
Once some of the additional details are concluded I will provide an
update.

July 23, Update from John Kiernan, the City Planner:

Sorry for the lack of formal communication and but here is the current site update.

  • Planning Property and Development has secured funds for the interim site works, pending property owner approvals, for the safety and connectivity of the pathways.

  • Ken McKim who coordinates a large number of our community initiatives will be taking the lead in coordinating the interim site works based on the reestablishment of normal (?) water levels. (Ken / Oliver will coordinate)

  • In August the geotechnical works can commence pending agreement from the current property owner. (John and Kevin to coordinate)

  • The outstanding issues (light / at grade crossing, etc.) will also be addressed with public works – please note that the light may happen sooner than the crossing.

The intent is to improve and maintain the current connection from south of the bridge to St. John’s while continuing to look to conclude a long term solution with the Molson site property owner. Over the next week we will be confirming contractor availability.

Follow up to the May 27, 2010 site review.

The review of works and community recommendations included:

St. John’s Site
  • Re-grading and leveling the access from St. John’s Park to create/improve the pathway leading down to the summer water bench mark
  • Removal of visible rebar and rubble to create a safer access to the lower bank area and path widening as an interim solution

Former Molson Site:
  • Approval from the current property owner to enter and construction improvements to improve public safety across the site
  • Approval from the property owner to adjust as required in the interim the desire line across the property to promote public safety
  • Resurfacing the ‘easement’ across the property upon summer water stabilization.
  • Ensure drainage channels to ensure that slope run off does not wash out the reestablished path or create standing water.
  • Coordinate with active transportation and the property owner to undertake the required slope stability review for anticipated future development.

Redwood Bridge and South
  • Revisit the opportunity for an at grade crossing on Redwood (north/south); and the required controls and safety sight lines needed
  • Install a light under the Redwood bridge and relocate pathway if possible to a higher bank elevation
  • Clean up of pathway from below the Redwood bridge and south of bridge to link back to the top of bank path leading towards

Required next steps:
Permission from the Molson property owner to enter and construct and to adjust in the interim, and if possible the adjust the functioning pathway location beyond the limits of the easement – a cost benefit review is required.
Engage Geotechnical consultant for a review of the bank and any anticipated stabilization requirements (other funding opportunities).

Current Status:

  • Regrading and resurfacing with final location to be determined in collaboration with the property owners.
  • Works are to proceed utilizing private contractors on hourly contracts to ensure the greatest cost benefit.
  • Works are to address current safety issues pending longer term resolution on the Redwood to St. John’s Park.
  • The City of Winnipeg currently does not have a Riverbank engineer to assist in the terms of reference for the project.
Note: Anne-Marie has returned to KGS and may be back working on the project from a different perspective.
