Fatal Accident 7 p.m. Fri.June 25 - Possible Witnesses Sought

FATAL MOTOR VEHICLE COLLISION UPDATE              C10-141022
On Friday, June 25th, at approximately 7:00 pm Uniform officers of the Winnipeg Police Service were summoned to the intersection of Manitoba Avenue and Charles Street in response to a motor vehicle collision involving a cyclist.
 
At this point in the investigation, it has been determined that a tow truck was travelling westbound on Manitoba Avenue and collided with a cyclist that was travelling southbound on Charles Street.  As a result of the collision, the cyclist, a 5 year old male victim was pronounced deceased at the scene.
 
This intersection is controlled by 4-way stop signs. The 52 year old male driver of the tow truck was interviewed and has been released pending further investigation by the Central Traffic Unit.
 
Previous media reports have indicated that the tow truck driver attempted to flee the scene following the collision however the investigation has revealed that this is not the case. The driver in fact called for help via his 2-way radio and remained on scene.
 
Police believed that there may have been a vehicle travelling eastbound on Manitoba Avenue that stopped for the stop sign at Charles Street, and then proceeded to travel southbound onto Charles Street just prior to the collision. Occupant(s) of this vehicle may have information pertinent to the investigation and the Winnipeg Police Service is asking the driver to contact the Central Traffic Unit at 986-6271.
 
As well, anyone else who has information regarding this collision is asked to contact the Central Traffic Unit at 986-6271.
 
Many individuals, including children and young adults, witnessed this traumatic incident or its aftermath.  Anyone affected by this incident are encouraged to contact the Winnipeg Police Service Victim Assistance Program at 986-6350.

Missing Person - Kendra Campbell, 12 years

MISSING PERSON –Kendra CAMPBELL R10-55059
The Winnipeg Police Service is requesting the public’s assistance in locating a 12 year old missing female, Kendra CAMPBELL. It is out of character for CAMPBELL to go missing and as a result, investigators are concerned for her well being.
 
CAMPBELL was last seen on June 22, 2010 at 9:00 p.m. in the north end area of Winnipeg.

 
 
CAMPBELL is described as: Aboriginal, 5’5”, 163 lbs, long brown hair in a ponytail and brown eyes.

Sexual Assault - Arrest, Curtis Leroy George, 18 yrs, Invest'n Continuing

SEXUAL ASSAULT ARREST C10-101161
The Winnipeg Police Service previously released information on May 13, 2010 regarding a sexual assault incident involving a 28 year old female walking in the area of Stapon Road and Reenders Drive. A male approached the victim from behind and proceeded to commit a physical and sexual assault against her. The victim was able to fight off the attack suffering minor injuries. The suspect fled the area on foot.

Between June 22 and June 24, 2010 police responded to three additional incidents where females were sexually assaulted. They area as follows:

· June 22 – Ness Avenue and Sackville Street
· June 23 - Academy Road and Harrow Street
· June 24 – Wolseley Avenue and Camden Place

As a result of an ongoing investigation, Curtis Leroy GEORGE 18 years, was located and arrested in Wolseley area of Winnipeg.

He has been charged with Sexual Assault x 4.

He was detained at the Provincial Remand Centre.

Cyclist Fatality, Main by Jarvis June 17, 2: 30 a.m. - Witnesses sought

On Tuesday, June 17th, 2010 at approximately 2:30 a.m., in the 700 block of Main Street a 42 year old female cyclist was struck by a vehicle.
 
 
The female was transported to the hospital, where she succumbed to her injuries.
 
Anyone who may have witnessed this collision is asked to contact investigators from the Central Traffic Unit at 986-6271.

Drug Arrest, Charles 400 Block - Firearm reported, not located, June 19

DRUG ARREST                                     C10-135583
On Saturday, June 19th, 2010 at approximately 5:20 p.m., Winnipeg Police Service Uniform and Tactical Team Members, attended to the area in the 400 block of Charles Street as a result of a report of a male had been seen with a firearm. 
 
During this investigation, officers entered into a subsequent investigation when they located a male in possession of a quantity of Cannabis Marihuana. 
 
Darryl Andrew MURPHY, 25 years, of Winnipeg, has been charged with Possessing Substance for the Purpose of Trafficking-Cannabis. MURPHY has detained in custody at the Provincial Remand Centre.
 
Firearms were not located during the initial investigation that had brought officers into the area.

Weapons Arrest - Redwood, 500 Blk 15 yr old arrested, June 15

WEAPONS ARREST                                 C10-133318
On June 13th 2010, at approximately 6:00 a.m. the 15 year old male suspect was in the area of the 500 block of Redwood Avenue, in the company of a group of males. At this time they became involved in a verbal confrontation with a 14 year old victim, who was also in the area at the time.  A handgun was displayed and shots were fired toward the male victim. The victim was not injured and the suspects immediately fled the area.
 
On June 15th 2010, the Winnipeg Police Service released information regarding an 18 year old male victim that had been shot in the lower body in the area of Burrows Avenue and Andrews Street, at approximately 1:30 a.m.  The victim was located by a patrolling police unit and he was conveyed to hospital where he received treatment. The youth suspect fled the area prior to police arrival.
 
On June 17th 2010, at approximately 4:00 a.m. the youth suspect attended to the area of the 400 block of Manitoba and allegedly fired a number of shots into a residence. At the time there were a number of individuals sleeping in the residence, however no one was injured. The youth immediately fled the area prior to police arrival.
 
On June 19th 2010, at approximately 2:20 p.m. the suspect was observed in the area of Pritchard Avenue and Powers Street to be in possession of a handgun. The Winnipeg Police Service was contacted and a large number of Uniform and Tactical Team members entered into an investigation. At approximately 4:45 p.m., this youth suspect was arrested in the area of the 500 block of Boyd Avenue.
 
Further investigation by members of the Major Crimes Unit resulted in a search warrant being executed and the seizure of firearms. The 15 year old male youth has been charged with the following offences:
- Possession of Weapon for Dangerous Purpose X4 & Aggravated Assault
- Discharge Firearm with Intent to Wound, Maim, Disfigure
- Carry a Concealed Weapon X4
- Possession of Weapon Obtained by Crime X2
-  Failure to comply with sentence X2
- 11 other Firearms related charges
 
He had been detained in custody at the Manitoba Youth Centre.

Assault With Weapon, Selkirk Ave, 1000 Block, June 19 4:30 a.m. - Arrest

ASSAULT WITH A WEAPON                  C10-135132
On Saturday, June 19th, 2010, at approximately 4:30 a.m., a 17 year old male victim was in the area of the 1000 block of Selkirk Avenue with family and friends. As the victim and his friends were walking home they were called over by a male that was known to them.
 
This male suspect confronted the victim and attempted to get the victim to enter into a physical altercation with him. The victim, not wanting to fight, turned and began to walk away. It was at this time that the suspect followed the victim and allegedly stabbed the victim in the upper body. Emergency Services Personnel were contacted and the suspect was able to flee the area prior to police arrival.
  
The victim was conveyed to the hospital in critical condition and has since been upgraded to stable-guarded condition.
 
As a result of an investigation by the Division 13 Crime Unit members, the suspect was arrested at approximately 5:00 p.m. inside a residence within the 1000 block of Selkirk Avenue.
 
Trevor Isaiah OSBORNE, 19 years of Winnipeg, has been charged with the following offences,
 
- Aggravated Assault
- Possession of Weapon for Dangerous Purpose
- Fail to Comply with Condition of Recognizance X4
 
OSBORNE has been detained in custody at the Winnipeg Remand Centre.
 

Residential Robbery, Manitoba Ave. June 21 - One Arrest

RESIDENTIAL ROBBERY ARREST C10-136862
On June 21, 2010 at approximately 1:25 a.m., Uniform members were dispatched to residence in the 900 block of Manitoba Avenue regarding a residential robbery which had just occurred.
 
The investigation has revealed that two male suspects forced entry into the home at which time they proceeded to gather electronic equipment. It was at this time the occupants of the home confronted the suspects. One of the suspects fled the residence with the stolen property making good his escape. The second suspect produced a knife and attempted to stab one of the occupants while a second occupant attempted to intervene. The suspect made another attempt to stab the second victim. The suspect was eventually disarmed and held until police arrival.
 
Attending members arrested a 19 year old male at the scene. He is facing the following charges: Break & Enter, Theft under $5000.00, Assault with a Weapon x 2 and Possession of Weapon for Dangerous Purpose.
 
He has detained in custody.
 
The investigation is continuing.
 
 

Residential Robbery Magnus, 400 block, Suspect Description, June 21

RESIDENTIAL ROBBERY C10-136870
On June 21, 2010 at approximately 2:00 a.m., Uniform members were dispatched to the 400 block of Magnus Avenue regarding a robbery incident.
 
The investigation has revealed that the 31 year old female resident was at home when she heard a knock at the door. Upon answering, the victim observed three unknown males outside her residence. One of the suspects asked her who was at home, at which time a handgun was produced, forcing their way into the residence.  
 
The suspects proceeded to remove cellular phones, jewellery and alcohol from the home. The suspects eventually fled the area. The victim was not injured.
 
The suspects are described as follows:
 
Suspect 1 – (in possession of gun) Male, Aboriginal in appearance, 24 years, 5’6” tall, heavy build and short hair.
 
Suspect 2 – Male, Aboriginal in appearance, 19 years, 5’10 “ tall, skinny build, acne and short hair.  
 
Suspect 3 – Male, Aboriginal in appearance, 18 years, 5’7” tall, skinny build and short hair.

Robbery, 1200 Block of Jefferson - suspect description

On June 22, 2010 at approximately 5:30 a.m., Uniform members were dispatched to a convenience store located in the area of the 1200 block of Jefferson Avenue regarding a robbery which had just occurred.
 
Two male suspects entered the store at which time an employee was aggressively threatened with a knife.
 
A large quantity of cigarettes was stolen.
 
The suspects are described as:
 
Suspect 1 – Male, 20-25 years of age, 5’11” in height, medium build and armed with a knife.
 
Suspect 2 – Male, 20-25 years of age and average build.

Male Shot Burrows/McGregor June 15 1:35 a.m. - Info Sought by Police

On June 15, 2010 at approximately 1:35 a.m., members of the Winnipeg Police Service were in the area of Burrows Avenue and McGregor Street when officers observed sounds of a gunshot.
 
Members subsequently investigated the matter further at which time an injured male was located in the area of Burrows Avenue and Andrews Street. Officers observed the male to have sustained a lower body injury consistent with a gun shot wound.
 
The 18 year old male victim was transported to hospital in stable condition.
 
The investigation has revealed that the victim was confronted by a group of unknown males at which a firearm discharge took place.

The Winnipeg Police Service is requesting the public’s assistance in locating a 16 year old missing female, Jamie LATHLIN. 
 
LATHLIN was last seen on June 2nd, 2010.  The Winnipeg Police Service considers LATHLIN to be a child in need of protection as she is at high risk of being exploited or victimized and investigators are concerned for her well-being.
 
 
 
LATHLIN is described as Aboriginal, 5’4”, 168 pounds, with long black wavy hair and brown eyes.  LATHLIN was last seen wearing a black jacket, blue jeans, and a pink tank top.

Ride2Win.ca Launched to Encourage Correct Helmet Use - Kids, Prizes!

At a special event held at Winnipeg's Heritage School, IMPACT, the injury prevention program of the Winnipeg Health Region, officially launched Ride2Win.ca, a new, interactive website, promoting increased use of bicycle helmets.

Endorsed by Winnipeg born Olympic speed skating and cycling phenomenon Clara Hughes, Ride2Win.ca includes a wealth of information about the correct fitting and use of bike helmets. A quiz gives Winnipeg kids the opportunity to win a new bike and helmet for themselves and a parent while learning more about helmet use and safety. An additional prize is available for effective classroom promotion of bike helmet safety.

"With an average of two children treated for bicycle injuries every day during summer months, an increased focus on helmets makes good sense," says IMPACT Program Director Shawn Feely. "Ride2Win.ca provides children and teachers with fun and informative online resources that stress the increased use of bike helmets as an effective way of reducing injuries. The main learning objective for the campaign is proper helmet fit using the 2-V-1 rule: 2 fingers between the helmet and your eyebrows, straps form a V over your ears, and 1 finger between the strap and your chin."
The event at Heritage School also served as the launch of a provincial government low-cost helmet program, now in its fifth year. This year, over 630 schools and early learning child-care centres ordered over 10,000 helmets through the program. Since it began, Manitoba has provided over 62,000 helmets to children and just over 5,000 of these being free helmets that have gone to children from low-income families.

"Senior Scam" ATMs, Richard Earl Rupert Wanted, Photo

FRAUD INVESTIGATION                           C10-122117
 
On June 4th, 2010, at approximately 5:00 p.m. Winnipeg Police Service Uniform officers responded to suspicious activity occurring at Automated Teller Machine (ATM) in the 300 block of St. Mary Avenue. 
 
The investigation has revealed that an elderly male had been withdrawing cash from the ATM, possibly under the direction of a suspicious male who was standing along side the elderly male. An alert employee recognized this scenario as a possible “Senior Scam” incident and notified police. 
 
Upon police arrival both the elderly male and the suspicious male were gone from the area. The suspicious male is described as:
 
  • Caucasian male in his 40’s, who appeared “clean shaven”
  • 5’5” to 5’6” with a medium build
  • Short, dirty blonde hair with a receding hairline
  • Wearing a blue/grey button up shirt, jeans, flip-flop sandals, and sunglasses pushed up on his head.
 
As a result of further investigation, it is believed that the suspect in this incident may be that of a male who is currently wanted by police for similar offences. As well as this, the Winnipeg Police Service Commercial Crime Unit also has connected two similar incidents which occurred in the City of Winnipeg last summer in relation to this individual. 
 
Richard Earl RUPERT, 54 years of age, is currently wanted on a Canada Wide Warrant for Fraud, and is responsible for similar incidents which have occurred in other jurisdictions across Canada. 

 
 
During the incidents, RUPERT befriends senior citizens and elderly persons, and convinces them he is a nephew or a distant relative. RUPERT then convinces the senior to withdraw or transfer money to assist him, usually for car repairs.
 
Bank employees are asked to be especially vigilant when dealing with customers who are senior citizens and accompanying by a male matching the above description.
 
These investigations are continuing by members of the Winnipeg Police Service Commercial Crime Unit. Anyone with information about the possible whereabouts of this male is asked to call the Winnipeg Police Service at 986-6222 or CrimeStoppers at 786-TIPS (8477).

Daniel Colin Foui, 21, Wanted by Police - Robbery with Weapon (photo)

ROBBERY WITH A WEAPON INVESTIGATION C10-128425
On June 11, 2010 at approximately 7:30 p.m., Uniform members were dispatched to a grocery store located in the area of the 1300 block of Sargent Avenue regarding a gun related incident.
 
The investigation has revealed that 4 suspects allegedly entered the business and began selecting various merchandise and concealing it on their persons. The suspects subsequently exited the business making no attempt to pay for the items.
 
The incident was observed by Loss Prevention Officers at which time three of the suspects were placed under arrest without incident. The fourth suspect attempted to flee on foot but was apprehended a short distance away. While being escorted back to the store, the fourth suspect produced a handgun and pointed it in the direction of the Loss Prevention Officer. The suspect fled the area in a vehicle.
 
A 21 year old male, 20 year old male and 18 year old female are each facing a charge of Theft Under $5000.00. They have been released on a Promise to Appear.
 
As a result of the investigation conducted by members of the District 2 Crime Unit, Daniel Colin FOUI, 21 years of Winnipeg is currently wanted by Police.

Catchbasins/Drains - Magnus,Lansdowne@Scotia,St Cross@Inkster,Main outside Cropo & between Polson & Inkster

Street drains at the above locations have been reported to the City of Winnipeg and they've undertaken to do the repairs as below.

Thank you for your email. I have notified Water and Waste of the situations. For the 
 
catch basin between 169 and 175 Magnus and the catch basin and manhole cover on the northside of Lansdowne just west of Scotia, a crew will be attending within 24 hours. 
 
The catch basin's alongside of 66 Inkster Boulevard will be investigated within 124 days. 
 
The catch basins at 1442 Main Street and between Luxton and Polson on Main will be attended to within 4 hours. 
 
The reference numbers for the catch basin between 169 and 175 Magnus Avenue is 337870. The reference number for the catch basin and manhole cover on the northside of Lansdowne just west of Scotia is 337895. The reference number for the east side of St. Cross is 337903 and the west side is 337920. The reference number for 1442 Main Street is 337933. The reference number for the catch basin on Main Street between Luxton and Polson is 337937.

Dear 311:

The following are details of some drains in our neighbourhood.  that require attention. 

 
1. 175-169 Magnus:  Drain is between the above addresses.  - 1 photo -   Resident said that she's have a go at cleaning out the gunk today.   The City needs to address  the hole at the top of the drain where blocks of concrete have been pushed in temporarily to stop someone tripping into it.

2.  Lansdowne north side, just west of Scotia - 2 photos.  I cleaned the horizontal drain in the street, but the vertical 3-hole drain in the kerb is completedly blocked up and wouldn't clear of debris.  This needs cleaning out.

3.  St Cross, east side, alongside 66 Inkster - 2 photos.   There's a hole at the top of the drain which needs fixing.

4.   St Cross, west side, immediately across St Cross from 66 Inkster - 1 photo - There's no horizontal drain in the street, and you can see from the photo that the vertical kerb drain is jammed with concrete.
This section of St Cross has historically flooded -  but I haven't been down it this year in severe rain.

5.   Main Street east side, outside Cropo Funeral Chapel (1442 Main) the top of the vertical metal kerb drain has been shorn off (presumably by the snow clearing) . Needs a replacement  (no photo)

6.   Main Street, east side between Luxton and Polson (near the bus stop)  the vertical  metal kerb drain has been partially shorn off (presumably by the snow clearing)  Needs a replacement. (no photo)

June 3, 2010  I understand from the lawyer who is handling the Gooch Estate that the grass will be cut shortly, that this had been delayed because of all the recent rain. 

There is an ongoing dispute with the insurance company which is holding up long-term plans for the property (re-building or whatever).

The Manitoba Integrated High Risk Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Graeme Kyle BROWN, 27 years of age, a convicted sex offender who is considered a moderate to high risk to become involved in further sexual offences.
 
BROWN will be released from Stony Mountain Institution on May 28, 2010. He is expected to take up residence in Winnipeg.  Upon release, BROWN will subject to the conditions of a recognizance made under s. 810.1 of the Criminal Code.

Background information:
 
Graeme Kyle BROWN is a 27 year-old male with a criminal record for sexual offences involving children.
 
Between 2003 and 2005, BROWN was involved in acts of Sexual Interference against two boys aged 8 and 10 as well as a charge of Making Child Pornography (the acts of Sexual Interference were videotaped). On June 1, 2007, he was sentenced to 3 years with respect to these charges, all sentences to run concurrently. 
 
On May 28, 2010, he will be released from prison and is expected to take up residence in Winnipeg.  Upon release, BROWN will be subject to the conditions of recognizance made under the Criminal Code.
 
BROWN has participated in some sex offender treatment programs while in custody. However, he is still considered a moderate to high risk to re-offend. Male children are at risk of sexual violence.

Sexual Assault - Perp. Sketch & Description

SEXUAL ASSAULT INVESTIGATION       C10-110809
On Sunday, May 23rd, 2010, the Winnipeg Police Service received information regarding a serious sexual assault that had occurred to a 36 female victim, in the vicinity of the Osborne Street Bridge. 
 
The victim was able to free herself from the suspect and contacted police. The following composite sketch of the suspect has been developed.
 
 
 
The suspect is described as being a “clean cut” Caucasian male in his mid to late 40’s.  He is approximately 5’7”, 180 pounds with a medium build and short dark brown hair. 
 
The suspect was wearing dark pants, a beige shirt, dark sandals- “Crocs- style” and a black baseball cap worn backwards.
 
Anyone with information regarding this incident or the suspect is asked to contact investigators from the Sex Crimes Unit at 986-6245 or Crime Stoppers at 786-TIPS(8477).
 

Needle Drop Boxes - Locations


The six needle drop boxes were installed on Manitoba Hydro poles located on City of Winnipeg property.

The following needle drop box locations were chosen for their proximity to places where discarded needles are found:

  • Osborne Village, back lane between Osborne and Pulford, ½ block south of River Ave: with ongoing community consultation, this location was moved approximately 1½ blocks
  • Main St. & Henry Ave. on the walkway at the northwest corner
  • King St. and Sutherland Ave (west of Main St.)
  • Sutherland Ave. ½ block east of Main St., close to the hotel
  • Henry Ave. & Martha St.
  • Good St. at Broadway Ave.

A north Winnipeg-based walking group is putting its best feet forward.

The Luxton Walking Group was laun­ched last year and already has about 50 registered members, according to group founder Sherryl Harris-Castillo. She expects that number to continue climbing as the group enters its second season of existence.

Harris-Castillo says she started the group as a way to encourage people to get outdoors, live healthier and bring the Luxton neighbourhood closer together.

"This really started with me knocking on a few doors and it grew from there," she recalls.

The group meets Sunday afternoons at St. John’s Park.  Harris-Castillo says the group’s mandate is as much about social interaction as it is physical activity.

"It is as much about connecting with the community and sharing concerns as it is about walking," she says.

Group members are asked to commit to at least one month of walking. While the group is open to both men and women, Harris-Castillo notes that attendance is the lower among male members.

"The group is really for everyone, regardless of age," she says. "From families with toddlers to pregnant moms, it is really for anyone interested in a little bit of fitness."

That’s a big part of why Melanie Duncan joined the group.

"I saw it as a way to take control of my health a little bit and connect with the community," she says, adding more and more people in the community are becoming aware of the group.

Duncan says another benefit to being part of the walking group is that it sets a good example for her daughter.

"In this age of computers and television, it is sometimes hard to get kids out of the house, so I saw it as something to take advantage of," she says.

Harris-Castillo says the group’s activities have allowed it to make connections with local residents associations as well as the North End Community Renewal Corporation.

"After a quick registration, participants are provided with a pedometer and out they go onto the paved paths of the park," she said, noting health related workshops are also in the works.

Clearing out street drains - Prevents street flooding - Everyone help!

The City has asked people to take 5 minutes and clear the accumulated debris from the street drain/catchbasin outside their homes, to alleviate street flooding should we get another deluge. When dried out it can become like concrete.




Here's how one Winnipegger expressed it in the Winnipeg Free Press

"My street was full of water this weekend and, instead of calling 311, I put on my rubber boots and got a stick. I waded out into the middle of my alley and repeatedly forced the stick through the grates of the city drain to remove the debris that was blocking the water from draining. It took about an hour for the two-foot deep water to recede to a stream. Then I went and cleared the city drains on the front street, another foot or so of water gone in a half hour.

I wonder how many people would have saved themselves being blocked in by water if they would have just got their own sticks and cleared up some drain-blocking debris instead of picking up the phone and complaining to 311. Next time it rains, don't be so lazy!

Police Officer Struck by Stolen Vehicle, Salter/Dufferin May 8,10 - ARREST

On May 9th, 2010 the Winnipeg Police Service released information regarding an officer who was struck by a stolen vehicle during a road safety speed enforcement campaign. 
On May 8th, 2010, at approximately 10:10 a.m., Officers were assigned to traffic enforcement in the area of Salter Street and Dufferin Avenue when a northbound vehicle was observed travelling at a high rate of speed.
It was at this time the officer signalled the suspect vehicle to stop. Ultimately, the driver of the suspect vehicle failed to stop as directed and subsequently accelerated the vehicle towards the officer, striking him and fleeing the area.
The officer struck by the vehicle was treated and released from hospital for non-life-threatening injuries to his upper and lower body.
On May 29th, 2010 at approximately 2:00 p.m., the accused male was arrested in Selkirk, Manitoba by members of the Royal Candadian Mounted Police and was subsequently turned over to members of the Winnipeg Police Service’s Stolen Auto Unit.
Dale Adam CHOPEK, 38 years, of Selkirk, Manitoba, has been charged with the following offences:
- Assault with a Weapon
- Assault Peace Officer
- Theft Under $5000
- Drive Disquailified
- Driver- Fail to leave particulars
- Possession of Property Obtained by Crime
CHOPEK has been detained in the Winnipeg Remand Centre.

Vehicles Damaged by Shots - Scotia Lane o/night Fri 28/29 May

Two vehicles were vandalized in the Scotia lane (Lansdowne to Inkster) overnight Friday May 28/29th - with one of the vehicles having its rear window shot out by, it is believed, a pellet gun. 

Neighbours saw four young males wearing hoodies acting suspiciously in the Scotia lane north of Lansdowne around 1 a.m. on Saturday morning, followed by loud cracks - which they thought was lightning.

Did anyone else have their vehicles vandalized?   Does anyone have knowledge of the perpetrators?

The police took a report.

Autobin Placement Policy (Oct 24, 2005)

Overflowing autobins may be because there are too many homes per autobin.   Here's the City's policy and can provide support when additional, or re-positioned, bins are being requested from the City:


Water and Waste Department  

POLICY ON PLACEMENT OF SINGLE FAMILY RESIDENTIAL AUTOBINS


1.                     INTRODUCTION

This policy outlines the practices of the Water and Waste Department with respect to the placement of single family residential AutoBins.

2.                 AUTHORITY

The authority for this policy comes from the City of Winnipeg Solid Waste By-Law No. 1340/76. The relevant section of the bylaw is reproduced below.

24. AUTOMATED SOLID WASTE COLLECTION

Notwithstanding anything to the contrary in this By-law:

(a)   The Designated Officer may designate any area of the City for automated solid waste collection through the use of containers for curb collection or containers for back lane collection.

and

(c)   BACK LANE COLLECTION

(i)  The City shall locate containers for back lane collection from residential premises at sites designated by the Designated Officer.

(ii)  Where containers for back lane collection are so located, the occupants of residential premises adjoining the back lane shall deposit garbage, rubbish and ashes for collection by the City in the unfilled container nearest the residential premise from which the garbage, rubbish and ashes originated.

3.                     INTERPRETATION

a)   Interpretation of the policy requirements in specific situations is vested in the Manager of Solid Waste Services.

4.                     PLACEMENT

When determining the placement location of an AutoBin, a number of factors need to be considered.  It is important to note that it is a process of determining the most suitable location, as there is rarely an ideal or perfect situation where all of the risks associated with the various factors can be fully mitigated. The factors to be considered, in no particular order, are as follows:



a)   Adjacent Properties:  AutoBins are to be placed on public property with consideration for the access and egress requirements of the adjacent properties.

b)   Aesthetics:  AutoBins are to be placed in lanes.  Single family locations that do not have backlanes shall be collected manually.

c)   Capacity:  The AutoBin system is designed so that a 2.25 cubic metre container, collected about 50 times per year, will service between 3 and 5 single family residential dwellings.  When determining the number of AutoBins required, a review of the number of homes in a block versus the capacity of the AutoBins should be considered.

d)   Collection:  In order to have an efficient collection system, AutoBins are to be placed on one side of the lane only.  The specific side of the lane shall be determined by considering the street layout of the area (access restrictions such as T-lanes, centre boulevards on arterial streets, one ways, etc.) The principles of heuristic routing shall be used to determine the most efficient collection route.

e)   Convenience:  In order to minimize the distance a resident is required to carry their household garbage, the AutoBins should be spaced out along the lane, ideally behind every second or third home.

f)    Fire Prevention:  In order to minimize the impact of an AutoBin fire, AutoBins should not be placed under window openings of buildings that are adjacent to the property line.

g)   Local Traffic:  In order to minimize the potential for vehicular collisions, consideration should be made to place AutoBins on the same side of the lane as the utility poles.  This maximizes the available width of the lane for vehicles to travel on.

h)   Neighbourhood Consensus:  If known, the desires of a neighbourhood should be considered when determining the placement of the AutoBins.

i)    Safety:  In consideration for the safety of pedestrians using walkways and sidewalks that exit on to lanes, AutoBin placements adjacent to walkways or sidewalks should be minimized.

j)    Snow Clearing:  In order to facilitate snow clearing operations, AutoBins should not be placed in restricted width areas that do not allow for the passage of snow clearing equipment and the associated windrows of snow.



5.                     REQUESTS FROM RESIDENTS

a)   Requests from residents for removal or relocation of AutoBins should be made to the Water and Waste Department Customer Service Call Centre.

b)   Responses shall be provided to customers within 7 days of creation of the service request.
