Scotia/Jefferson Sexual Assault - Description

 
SERIOUS SEXUAL ASSAULT                    C10-165494
On Friday, July 23rd, 2010 at approximately 8:30 p.m., a 14 year old female victim was walking in the area of Scotia Street and Jefferson Avenue when a large white van with 2 male occupants approached her. This van stopped and the victim was forced into the van, where a serious sexual assault occurred.
 
The van is described as a white “Sprinter” panel van with no rear windows.
 
The suspects are described as follows: 
 
Suspect #1: Caucasian male, 25 years old, 6’2” tall with a muscular build, and a balding hairline. He also had a long beard. This suspect male was wearing a white t-shirt, blue jeans and a black baseball cap with a long peak.
 
Suspect #2: Black male in his 20’s, with short hair and wearing all black clothing.
 
This investigation is continuing by members of the Sex Crimes Unit and anyone with information regarding this incident or the suspect(s) is asked to contact investigators at 986-6245 or CrimeStoppers at 786-TIPS (8477).

Lathlin Homicide - Persons Charged

HOMICIDE INVESTIGATION – UPDATE C10-80378
On April 18, 2010, the Winnipeg Police Service released information regarding the murder of Ricky Martin LATHLIN, 34 years.
 
The investigation has since revealed that five male suspects allegedly became involved in a residential robbery that resulted in the murder of Ricky LATHLIN.
 
Due to the efforts of members of the Homicide Unit, the following charges have been authorized:
 
Roland Edward KLYNE, 26 years – 2nd Degree Murder, Conspiracy to commit an Indictable Offence (Robbery)
 
Jonathon Etienne BOYER, 25 years - 2nd Degree Murder, Conspiracy to commit an Indictable Offence (Robbery)
 
James Michael HENRY, 38 years – Manslaughter, Conspiracy to commit an Indictable Offence (Robbery)
 
On July 20, 2010, previously wanted person Terry Junior DAVIS, 31 years turned himself into to police. He has been charged with: Manslaughter and Conspiracy to commit an Indictable Offence (Robbery)
 
Bradley CAMPBELL, 31 years remains at large.
 
The investigation is continuing.
 
 
 

Lansdowne - Multi-Vehicle Vandalism - July 9, 5: 22 a.m.

On July 9th at approx. 5:22 a.m. my driver's side window was broken by 4 young aboriginal boys who had smashed a cinder block they obtained from my neighbor's yard.  A neighbor a few houses down heard a commotion and noticed them jumping over my neighbor's fence, smashing the cement block on the lane and then proceeded to vandalize my car.  Another vehicle was also damaged 2 doors away from me.  I filed a police report and have since had my window replaced.  I wonder how many other cars were damaged as these young fellows went down the lane.  The ironic part is that I had given my neighbor behind me on Inkster the cement blocks in early May.

ELECTRONIC CONTROL DEVICE CARTRIDGE LOST
Sometime on July 19, 2010, a cartridge (and its pouch) for a Taser™ electronic control device became dislodged and separated from a uniform patrol member’s service duty belt while the officer was on duty in District 3 (North-West Winnipeg).  The electronic control device unit itself was not lost.  The cartridge contains probes on wires which extend when the device is discharged.  Efforts are ongoing to locate the cartridge.

 
The Winnipeg Police Service would like to advise that the cartridge could pose a risk of harm to the public.  If the cartridge was to be picked up by an unsuspecting person and carried in a pocket, a build-up of static energy could activate the cartridge, causing the probes to be propelled.
 
The Winnipeg Police Service would like to take this opportunity to advise the public to contact police immediately if the cartridge and/or pouch are located.

Triple P - Positive Parenting Program Training - Sept 2010

Triple P training that will be held in Winnipeg in September, 2010.  The training is open to practitioners in the Winnipeg and rural regions.  We are currently offering training at the Primary Care level September 20th – 21st and September 27th to 28th and Standard September 22nd - 24th

On Sunday, April 18th, 2010, the Winnipeg Police Service had previously released information regarding a homicide that had occurred in the first 100 block of Gilbert Avenue.
 
As a result of an investigation by members of the Homicide Unit into the murder of Ricky Martin LATHLIN, 34 years, arrest warrants have been obtained for the following two suspects:

The Winnipeg Police Service is requesting the public’s assistance in locating a 45 year old missing male, Solomon TURNER. 
 
TURNER was last seen on Saturday, July 17th, 2010 at 5:00 p.m. in the city’s Exchange District.
 
 
 
 
TURNER is described as Aboriginal, 5’6”, with a medium build, and dark shoulder length hair, with bangs.  TURNER will also have some facial bruises.  
 
TURNER was last seen wearing a yellow t-shirt, black zippered hoodie and dark pants (possibly jeans).  
 
There are concerns for the missing male’s health if he does not receive proper medical treatment.  Anyone with information regarding TURNER’s whereabouts is asked to contact the Winnipeg Police Service Missing Persons Unit at 986-6250.

 

Templeton/McPhillips Pedestrian Fatality July 15, 10 - Charges

On July 15th, 2010, the Winnipeg Police Service had released information regarding a motor vehicle collision involving a pedestrian that had occurred at approximately 8:00 a.m.
The investigation has revealed that the 46 year old female pedestrian was walking westbound on Templeton Avenue and was within the pedestrian crossing area. As she crossed the street, she was struck by a vehicle that had been travelling westbound on Templeton Avenue, making a left turn onto southbound McPhillips Street. 
As a result of an investigation by members of the Central Traffic Unit, a 41 year old female has been released on a Promise to Appear and has been charged with;
- Criminal Negligence Causing Death.

FATAL MOTOR VEHICLE COLLISION- UPDATE   C10-158151
The Winnipeg Police Service had released information earlier today regarding a motor vehicle collision involving a pedestrian that had occurred at approximately 8:00 a.m.
 
The investigation has revealed that the 46 year old female pedestrian was walking westbound on Templeton Avenue and was within the pedestrian crossing area. As she crossed the McPhillips Street, she was struck by a vehicle that had been travelling westbound on Templeton Avenue, making a left turn onto southbound McPhillips Street. 
 
Investigators have learned that there may have been a gold coloured car in the intersection just prior to the collision occurring and are requesting that this driver contact the police.
 
As well, if there are any other witnesses that have not yet spoken with officers, the Winnipeg Police Service is requesting that they contact the Central Traffic Unit at 986-6271.

Alfred Ave 500 Block Sat. July 17 4: 40 a.m. Shots fired at residence

SHOTS FIRED- UPDATE                          C10-159938
On Saturday, July 17th, 2010 at approximately 4:40 a.m. Winnipeg Police Service Uniform Members responded to the area of the 500 block of Alfred Avenue regarding shots that were fired into a residence.
 
The investigation has revealed that a number of persons were inside the residence at the time of the shooting, and that a 20 year old male had been shot. 
 
The male victim has been treated and released from hospital with non-life threatening injuries to his upper body.
 
The investigation is continuing.
 
Anyone with any information regarding this incident or the suspect(s) is asked to contact investigators from the Major Crimes Unit at 986-6219 or CrimeStoppers at 786-TIPS (8477).

Sept. 28-29 Workshop Description:   Helping Children Through Grief and Loss
In this workshop participants will examine how the developmental stages of childhood determine how children and youth experience and express grief, and how caregivers can adjust their responses accordingly. This workshop will include teachings, some of it based on Western child development theory and therapy practice. The emphasis will be on group learning through storytelling and exercises.

Catch Basins Clogged Across Neighbourhood - Need Cleaning

Following recent rains  many  neighbourhood kerb catchbasins are  clogged with sticks and other debris. On Inkster this morning every one was clogged.   

With the next deluge this may result in streets flooding.  

Please check the catchbasin in the street nearest to your home and clean out any debris.   The City doesn't do this, and the streets only get cleaned twice  annually (spring and fall) - and sometimes they miss the fall cleaning because it's gotten too cold.

Cell Phone Driving Ban - Effective July 15, 2010 - $199.80 fine

NEW CELLULAR PHONE LEGISLATION TAKES EFFECT
There is a direct connection between cellular phones and dangerous driving. Study after study has shown that drivers who talk or text on a hand-held cellular device while operating a motor vehicle significantly increased their crash risk.
 
In an effort to improve road safety and healthy living conditions, the Province has legislated two new laws that take effect today.
 
As of tomorrow, it is illegal to drive while operating a handheld electronic device.  It is also now illegal to smoke or have any lighted tobacco in a vehicle when a person younger than 16 years of age is present.
 
Education, awareness and enforcement are key factors in altering driver behaviour. Some of the key points in the new cellular phone legislation are:
 
Ø      No person shall operate a hand-operated electronic device while driving on any roadway. Operating the device includes holding the device, looking at the device or using any of its functions.
 
Ø        Driving is considered to mean: to drive or have control of a vehicle unless the vehicle is stopped off the roadway on the shoulder or if within city limits you must pull over to the curb and be parked in a properly identified parking location.
 
Ø        Electronic device includes cellular phones, black berries and any device that has telephone capability or any device that can receive email or text based messages.
 
Ø        Hands-free devices are permitted but the operator must be able to initiate, receive or terminate a call with a single touch or by voice command. And the device must be in a holder anchored to the vehicle and must be within easy reach of the driver.
 
Ø         Public parking lots are considered roadway and are not excluded from this legislation.
 
Enforcement actions begin tomorrow Province wide and these new laws will carry a fine of $199.80.
 
Let’s make our streets safe for everyone and remember if you’re on the road, put down your phone and please do not smoke when children are in the vehicle.

Shane David Ferguson - Sought by Police (Photo) Westminster Ave Assault

MALE WANTED ON CANADA WIDE WARRANT         C09-135379
In June 2009, three armed suspects attended to a residence in the 900 block of Westminster Avenue. They forced their way inside and assaulted a 22 year old male resident. As result the victim suffered multiple injuries to his upper and lower body.
 
A lengthy investigation was implemented by the Organized Crime Unit and as result a Canada Wide Warrant was issued for Joel Gary Geddes, 26 yrs, of Winnipeg and Shane David Ferguson, 26yrs, of Winnipeg.
 
On July 2, 2010 the accused Joel Gary Geddes, was arrested in Swift Current Saskatchewan on the strength of the Canada Wide Warrant by the Royal Canadian Mounted Police.
 
Winnipeg Police are asking for the public’s assistance with the whereabouts of the suspect Shane David Ferguson. Ferguson is described as White male, 5’8”, 220 lbs, heavy build, brown hair, and brown eyes.  

 
In addition Investigators are of the opinion a third male suspect may be involved in this incident.
 
Anyone with information on the whereabouts of Shane David Ferguson, or has any further information regarding this incident, is asked to call Winnipeg Police at 986-6222 or Crime Stoppers at 786-TIPS (8477)
 
Members of the public are advised that if they see Shane David Ferguson, they are not to approach this male as he is considered to be dangerous.

Homicide - 100 Block of McKenzie, July 8, witnesses sought

On July 8, 2010 at 11:56 p.m., Uniform members responded to the 100 block of McKenzie Street regarding shots being fired.
 
Attending members located a male with upper body injuries consistent to gunshot wounds.  It was at this time Officer’s began administering first Aid.
 
The 18 year old male victim was conveyed to hospital in critical condition where he later succumbed to injuries sustained.
 
The investigation is continuing by members of the Homicide Unit. Anyone with information regarding the incident who has not yet spoken to police is asked to call 986-6508 or CrimeStoppers at 786-TIPS (8477).

RESOURCES FOR NEWCOMER PARENTS AVAILABLE IN MULTIPLE LANGUAGE

Giving birth is a life-changing event on its own. Combine it with a new environment, an inability to find information in one's own language, new cultural values and expectations, and new social structures. This is the experience of many newcomers when giving birth or raising young children in Canada for the first time.

Many newcomers do not speak or read English or French. They are not aware of the many materials, supports or services that are available to them as expecting or new parents. There is now a dearth of high quality material available in multiple languages. It is increasingly important for service providers to be able to answer questions and concerns of new parents, and to be able to support them with materials written in their own language.

The Best Start Resource Centre, a key program of Health Nexus, has adapted and translated some of its best brochures and booklets on topics related to pre-conception, pregnancy and early child development, into ten languages:

Wpg Public Library - Youth Services Librarian, Program & Services

Winnipeg Public Library has recently hired Lindsay Schluter for the newly created position of Youth Services Librarian, Programs and Services.

One of her projects is to forge stronger links with community organisations across the city including Parent-Child Coalitions like FACT.

Because Monique Woroniak and I, here at Outreach Services already enjoy a relationship with FACT, we will continue to be Winnipeg Public Library’s liaison with you, while Lindsay will coordinate with our neighbourhood branches to strengthen relationships with the other Parent-Child Coalitions.

Low-cost grocery co-op feeds poor well 
Prepayment means cupboard is never bare

Folks on a tight budget can now afford fresh dairy, meat and produce, thanks to a new grocery co-operative for low-income families."Our kids always have fresh fruit and milk and meat," said Jen Lajoie, who has joined Agape Table's grocery co-op in West Broadway.

"It's the good stuff," said the mom, who lives in an apartment in the neighbourhood with her partner and two young children.

"Cherries, oranges, watermelon, pork chops, milk, bananas -- there's lots of selection," said Lajoie, who is on social assistance.

She picked up a dozen eggs for a buck there last week, she said. Being able to count on having healthy, fresh food is a relief, she said.

In the past, they've run out of food and money. "It's happened to us a lot, but now we can put money in our account."

When Lajoie receives her social assistance cheque, she deposits $150 in her Agape Table grocery co-op account.

"I don't have to worry. Now we can go shopping every week and have fresh food."
On Tuesdays from noon to 2 p.m., Agape Table opens its grocery co-op at the back of All Saints Church on Colony Street at Broadway.

"We lay it out in a farmers' market style," said the charity's executive director, Mark Courtney.
"It's a budgeting tool," he said. "They feel like 'I can put that in the bank and know I'll have fresh dairy every week.' It takes the edge off in lean times."

The charity wanted to help people who were ready to "step out of the cycle" of constant food emergencies, he said.

"This is part of our response to those ready to budget," Courtney said.

Earlier this year, Agape Table started a breakfast program that broke ranks with the standard soup-kitchen model. For $1, clients could buy a better breakfast. They can pay $1 at a time or purchase a $10 punch card that entitles them to 11 breakfasts. Those who can't or won't pay are still welcome to soup.

Now Agape Table is selling groceries just below cost to make them affordable, he said.
"We went and bought 20 tomatoes for $2," Lajoie said. "At Extra Foods that would've cost $8 or $9."

Two litres of two per cent milk at the grocery co-op will cost around $1.40, Courtney said. That's less than the price of a two-litre soft drink at a corner store and much more nutritious.

Families who join Agape Table's grocery co-op get free access to its registered dietitian and a community chef for help with meal planning.

"When people are given the ability to choose, they will make smart choices," Courtney said.

The city plans to overhaul its six-year-old Vacant & Derelict Building Bylaw to create a new series of fees and fines to convince property owners to properly maintain vacant homes and commercial buildings.

At the same time, a new series of enforcement procedures - including more frequent inspections - will be launched by the city's bylaw enforcement officers.

The city is also changing legal procedures to cut down the time it takes to convict derelict property owners and force them to comply - and also cut down on the time it takes to seize properties whose owners refuse to comply.

The aim is to reduce the number of vacant and derelict buildings in Winnipeg from 614 right now to approximately 300 by 2013.

The plan was approved unanimously this morning. It heads to executive policy committee on July 14 and then council as a whole on July 21.

Wiggle Giggle and Munch is a program that
          encourages early movement & coordination
          Promotes positive attitudes toward physical activities
          Develops gross motor skills in toddlers
          Aides in encouraging social and emotional development
