 Please feel free to post the attached poster or forward to interested parties.

A  FREE grocery shuttle service will run on the 15th, 16th, 17th, 20th, 21st, 22nd, 28th, 29th, 30th of December, January, February, during the day other than Sundays. This service is open to North End Residents ( North of Tracks, West of River, East Of McP, South of Carruthers). Shoppers will be picked up at participating agencies or schools, and driven home after shopping.

Sobeys Cash & Carry will be the large grocery store that shoppers will be transported to. Shoppers will be given the opportunity to also shop at Avenue Meats and Tasty Sausage & Meat. Nutritious , low-cost recipes will be given to participants, along with information on healthy eating. A bi-weekly draw will occur  for participants who purchase healthy foods that will be labeled with shelf talkers at the grocery stores.

 During the months of January to March participants will receive information on healthy food options in other North End restaurants and grocery stores, as well as a list of which stores offer delivery. Participants will be invited to attend a community kitchen as well as a March cook-off celebration at North Centennial Community Centre.

COMMUNITY NOTIFICATION

 
The Manitoba Integrated High Risk Sex Offender Unit (MIHRSOU) is a joint forces unit of the Winnipeg Police Service and the RCMP. MIHRSOU today provides information regarding Todd Anthony KELLY, 49 years of age, a convicted sex offender who is considered a high risk to become involved in further sexual offences.
 
Kelly has a history of sexual offences in relation to adolescent females as well as many other criminal offences. Although Kelly participated in some sex offender treatment programs while in prison, he is still considered a high risk to re-offend.  
 
Kelly will be released from the Stony Mountain Institution on December 1, 2010. He is expected to take up residence in Winnipeg. Upon release, Kelly will be under the terms of a Long Term Supervision Order.  Females, particularly those in the 12 – 19 age range, are at risk of sexual violence.

Background information:
 
Todd KELLY is a 49 year-old male with a criminal record for sexual offences as well as numerous other criminal offences.
 
Kelly’s most recent offences occurred between July 2001 and October 2004. On numerous occasions during that period, KELLY would supply drugs to vulnerable young females and, in exchange, force them to submit to various sexual acts with him.  Kelly was arrested for these offences in October 2004. While in custody awaiting trial, Correctional Officers intercepted a note written by Kelly in which he directed an associate to cause injury to the victims that would render them incapable of giving evidence against him. On December 3, 2007, Kelly was sentenced on five charges of Sexual Assault and one count of Attempting to Obstruct Justice in connection with the above offences. He was declared a Long Term Offender and was sentenced to three years in prison. The sentence imposed took into account the fact KELLY had been in custody from October 2004 until December 2007. KELLY will complete the prison portion of his sentence on December 1, 2010. Upon release, he will be under Long Term Supervision Order for 10 years.
 
While in custody, Kelly received some sex offender treatment. However, he is still considered a high risk to re-offend. Females, particularly adolescent females, are at risk for sexual violence.
 
Kelly is expected to take up residence in Winnipeg.

WINNIPEG POLICE SERVICE 2009 ANNUAL REPORT
On behalf of the members of the Winnipeg Police Service, we present our 2009 Annual Report. It provides a snapshot of police activities, major initiatives and crime statistics for the period of January 1 to December 31, 2009.
Highlights from the report include:


* A substantial increase in traditional traffic enforcement over 2008, with a strong emphasis on speeding, traffic control devices, and occupant restraints.



* The numerous arrests and search warrants carried out during Project Divide, which focused on the criminal activities of the Zig Zag Crew and their association to the Manitoba chapter of the Hells Angels.



* The introduction of a new High Risk Victim Protocol. Working within the multi-stakeholder, multi-disciplinary system, Missing Persons Unit detectives are assigned to six to eight “High Risk Victims” with the intention of intervening and bringing them to safety as soon as possible after they are reported missing.



* The creation of a Task Force involving members of the WPS, RCMP and the Province of Manitoba to review cases involving missing and murdered women.



* The continued success of the Winnipeg Auto Theft Suppression Strategy which has helped to reduced auto theft in Winnipeg by over 70%, resulting in 9,000 fewer vehicle thefts and attempts in 2009 than took place in 2004.



* Plans for the Service to move to its headquarters from its current location at 151 Princess to the former Canada Post building located at 266 Graham Avenue.



* Efforts to more effectively communicate with the public through initiatives such as the E-Watch Email subscription program, the CrimeStat website and Chief McCacskill’s monthly radio program.


Our achievements as a Police Service would not be possible without the many established relationships we have with all levels of government, businesses and community organizations as well as the citizens who work with us to prevent crime and improve safety in our city.

Missing person - Claudette Osborne

MISSING PERSON- CLAUDETTE OSBORNE R080043916
Claudette Osborne has not been seen since July 25th 2008. She was reported missing to the Winnipeg Police Service and members of the Missing Persons Unit have been actively involved in the investigation of her disappearance since that time.

Claudette was last seen at 6:00 a.m. on July 25th 2008 in the proximity of the Lincoln Motor Hotel in Winnipeg. Investigators have now confirmed that she made her way from the Lincoln Motor Hotel on McPhillips Street to the area of Selkirk Avenue and King Street by approximately 6:30 a.m. that morning.

Claudette was 21 years of age at the time of her disappearance. She is described as Aboriginal, 5 feet 4 inches tall and approximately 145 pounds with a medium build. She has hazel green eyes and had long brown hair when she went missing. She was last seen wearing black pin striped pants and a black v-neck t-shirt with a ruffled collar. She also has a small 1 inch scar on the lower right side of her face.

The Winnipeg Crime Stoppers Program produced a re-enactment of Claudette’s disappearance that was aired for the public in May of 2009. To assist with this investigation Crime Stoppers has now produced an updated version of the original re-enactment that includes the updated location information. The Missing Persons Unit is requesting the media’s assistance by airing the updated version for the public to view.

Investigators firmly believe that there are people out there that know specific details about Claudette’s disappearance and we need those people to come forward with crucial information that will help to resolve this investigation and bring Claudette home to her family.

Callers to Crime Stoppers never have to reveal their identity and may be eligible for a cash reward of up to $2,000.

Homicide/Shootings, Stella Walk, Dufferin & Boyd, Oct 23 - Info Sought

On October 23, 2010 between approximately 8:40 p.m. and 9:15 p.m., members of the Winnipeg Police Service responded to three separate shooting incidents located in the William Whyte area of Winnipeg.
 
The incidents occurred at or near the following locations:
 
·        200 block of Stella Walk
·        400 block of Dufferin Avenue
·        400 block of Boyd Avenue
 
As a result, two adult males and one female youth sustained gunshot wounds to the upper body. The two adult males have since succumbed to injuries sustained and the female youth remains in hospital in critical condition.
 
Members of the Homicide Unit and Major Crimes Unit continue to investigate. The identity of the adult male victim involved in the Dufferin Avenue incident has not yet been confirmed.
 
No arrest(s) have been made at this time. The individual(s) responsible remain at large.
 
It should be noted that investigators have yet to confirm an association between all three incidents. Numerous police resources are continuing to gather evidence and the search for the suspect(s) involved remains a high priority.
 
The Winnipeg Police Service would once again like to advise all members of the public to be diligent regarding their personal safety.

Class A: November 9 & 10, 2010 there are 8 spots remaining in this course.
Class B: November 25 & 26, 2010 there are 5 spots remaining in this course.
Course Details
This 2-day course provides St. John Ambulance certification to inspect car seats, speak to parents about safety for children in cars, and act as a resource for your community.
Following completion of the course, you will be certified for 3-years and be provided with on-going car seat information and updates from Manitoba Public Insurance.

ASSAULT WITH A WEAPON – ARREST C10-248878
On October 30, 2010 at approximately 3:20 a.m., Uniform members observed a male causing a disturbance in the area of the 600 block of Stella Avenue.
 
As a result, officers attempted to make contact with the male in order to confirm his well-being. Upon officers approaching, the male fled inside a residence. A short time later, the male confronted officers while armed with a knife. The suspect advanced towards officers and refused to comply with repeated verbal commands.  
 
An electronic control device was deployed and the suspect was safely taken into custody.
 
A 48 year old male has been charged with: Assault with a Weapon x 2 and Breach Probation.
 
He has been detained at the Provincial Remand Centre.

HOMICIDE INVESTIGATION – UPDATE C10-232651
As previously released, on Sunday, October 10, 2010 at approximately 4:20 a.m., Winnipeg Police Service Uniform Members along with Emergency Services Personnel responded to a report of a shooting that had occurred in the 600 block of Selkirk Avenue. 
 
Upon arrival, police located an injured 21 year old female identified as Tiffany JOHNSTON, suffering from multiple gunshot wounds. She was transported to the hospital in critical condition where she succumbed to injuries sustained. 
 
The investigation has revealed that the victim was visiting at a residence after which time she began walking from the front porch to the rear of the residence. It was at this time she fell victim.
 
The investigation is continuing by members of the Homicide Unit. Anyone with information regarding the incident is asked to contact investigators at 986-6508 or CrimeStoppers at 786-TIPS (8477).

You are invited to participate in the development of the Winnipeg Community Sport Policy

This has been a very productive year for Sport in Winnipeg and the future holds much excitement as we progress with the development of the Winnipeg Community Sport Policy. I am pleased to invite you to attend a discussion session related to this much anticipated policy. This is your opportunity to learn about the policy and to provide input into its development.

The City of Winnipeg Community Services Department has coordinated a leadership initiative to develop a Winnipeg Community Sport Policy in collaboration with major sport partners and stakeholders, such as health, education and local communities here in Winnipeg. This is a tremendously important document as it will lay out a framework for all the city’s sport partners and stakeholders to join together to increase and complement the health and wellness of Winnipeg citizens by having more residents introduced to a quality “sport for life” experience. Your participation is important as a key strength of the process is that the leaders from all sectors are working with the sport community in the development of this policy.

“Sport for Life” is about encouraging and building a policy that supports lifelong recreation and physical activity.   For children it means the development of physical literacy, the fundamental movement skills that will give them confidence to playing traditional sports (hockey, soccer) and/or engage in recreational activities that will keep them active for life.  For adults and seniors it means having the opportunity to participate in sports and recreational opportunities throughout their lives.  “Sport for Life is about promoting healthy, physically literate citizens who will participate in lifelong physical activity”. 

The following partners are helping to facilitate these discussions and are hoping to hear from you: The City of Winnipeg Community Services Department, The Winnipeg Community Sport Alliance, Sport Manitoba, Physical Manitoba Physical Education Supervisors Association, General Council of Winnipeg Community Centres and The Winnipeg Regional Health Authority.

WINNIPEG COMMUNITY SPORT POLICY
Forum Discussion Guideline

The Winnipeg Community Sporty Policy development process includes an opportunity for groups, organizations and individuals to express their views and offer recommendations on the content of a policy that will guide the future allocation of resources to sport in Winnipeg.  In order to maximize the effectiveness of each consultation session/forum, participants are encouraged to:
  1. register in advance for the session they are invited to attend;
  2. familiarize themselves with the contents and concepts of the guiding document “A Framework to Develop a Winnipeg Community Sport Policy”;
  3. prepare a brief verbal presentation (if you wish to speak) outlining key considerations for inclusion in the policy;
  4. prepare a written brief to ensure that input is interpreted correctly within the intended context (can be submitted at or after the forum);

Sessions will vary in duration and registration will be limited to ensure opportunity for participation of all in attendance. The structure of individual sessions will depend on the size and make up of the group.  Some will be conducted through formal briefings, some large group discussion and others small group discussion. 

The following “Areas of Emphasis” have been identified as the focus points (concepts) for the consultation process:
·     Physical literacy for all*
·     Active for life*
·     Striving for achievement and excellence
·     Quality volunteers and facilities
·     Shared leadership
·     Coordinated planning and ongoing interaction

The Winnipeg Police Service is requesting the public’s assistance in locating 12yr old, Jaeda VANDERWAL.
Vanderwal has been missing since October 12th, 2010 from Saskatchewan. Vanderwal is originally from Manitoba, but had been residing in Saskatchewan prior to her running away from that setting. Vanderwal managed to hitch hike back to Winnipeg and her current whereabouts are unknown.
Vanderwal is described as: female, Aboriginal, 5’3” tall, 180lbs, medium length black/ brown hair and brown eyes. She may be wearing a white tank top and blue jeans with silver designs on the back pockets. She has a piercing in her bottom lip and her right ear has several piercings including high up in the cartilage.


Vanderwal is considered at risk of being exploited, victimized and is easily influenced by others. She is known to frequent the Main Street and West End areas of Winnipeg. Vanderwal has been known to hitch hike within the Province and may head to Brandon as well as Portage La Prairie.

The Winnipeg Police Service is requesting the public’s assistance in locating a 16 year old female, Naomi ROSS.
 
ROSS was last seen on October 8th, 2010.
 
ROSS is described as: Aboriginal, 5’4” tall, 148lbs, black hair in a ponytail and brown eyes. She was last seen wearing black jean shorts, white tank top, black shirt and Nike shoes.
 
 
ROSS is known to frequent Downtown and the North End of Winnipeg.
 
Police believe ROSS is at high risk to be exploited and are concerned for her safety.

SERIOUS SEXUAL ASSAULT C10-240052
On October 19, 2010, members of the Winnipeg Police Service entered into an investigation regarding a serious sexual assault.
 
The investigation has revealed that on October 19th between 6:00 a.m. and 7:00 a.m. a 24 year old female began walking home in the area of Dublin Avenue and Route 90 after attending a house party.
 
It was at this time a semi-tractor (no trailer) pulled up along side the female and began engaging in a conversation through the passenger window, ultimately offering her a ride. The victim declined the offer and the suspect exited the vehicle. She was pulled into the cab and forced into the rear of the vehicle. The suspect drove a short distance, to the area of Stevenson Road where the serious sexual assault occurred.
 
The victim managed to flee to a nearby business where family and police were notified.
 
The suspect is described as: Male, Aboriginal in appearance, late 30’s – early 40’s, large build, salt and pepper short hair, bushy eyebrows, scruffy facial hair, crease or scar on left cheek area, acne scars and a large faded tattoo on left forearm.
 
He is described as wearing: a lighter short sleeve shirt and jeans.

Suspect vehicle:
White semi-truck (cab) with no trailer. Possibly a Volvo.


 
The investigation is continuing by members of the Sex Crimes Unit. Anyone with information regarding the incident or identity of the suspect is asked to contact investigators at 986-6245 or CrimeStoppers at 786-TIPS (8477).

Pt Douglas, 5-yr Housing Plan, Community Consultations

The Point Douglas Residents Committee (PDRC) in cooperation with the North End Community Renewal Corporation (NECRC) has begun the development of its next 5-year Housing Plan. Your input is essential to this process, and a series of community consultations have been planned.

There will be meetings for home owners and landlords, and meetings for renters.
