Main, Higgins CPR Underpass - Condition

Below is an April/10  photo (east side, facing north)  Illustrating the crumbling condition of the Main/Higgins underpass.  Brad Neirinck of the City of Winnipeg (986-7950) has advised that it's structurally safe because it's of steel construction, but  that it's CPR's responsibility to maintain it structurally and in safe condition.   Brad advised that the local engineer for CPR is Ron Tumak at 946-3436.

What do you think?  
Is this an acceptable standard of maintenance for a structure 
on one of out City's main thoroughfares?

  1. Is it safe? According to CPR and the city, yes.

    Is it attractive? More so than the graffiti, urine and feces puddles lining on the sidewalks on either side, yes.

  2. Graffiti? I'm not aware of any since the underpass was repainted and the new murals installed, but I will look more closely when I go through it tomorrow.

    Urine? Yes, this is more likely than not true. (The whole lack of public toilets issue)

    Feces? Certainly there is pigeon poop. I've never seen any other.

    A couple of years ago the City acknowledged that they needed to do a better job in cleaning the underpass, and they have been responsive to 311 requests to clean it.
