Autobin - Contractor Illegal Dumping - White truck

On Friday Mar 26th, 2010 at 6: 30 p.m. two heavy-set guys were illegally dumping a truck-load of renovation garbage (insulation, drywall 2 X 4s etc.) into the autobin behind 25 Inkster (and what didn't make it, was strewn on the ground).

Both were big guys and the helper had a dark complexion. The truck was an older model, white with the sides of its bed having been built up with wood to increase its capacity. When challenged they took off westward in the Inkster/Lansdowne lane, turning south at St. Cross. The vehicle's rear licence plate had been removed - they clearly knew what they were doing was illegal.

If these guys are dumping in your area, please get as much information as possible and provide it to the City at 311@winnipeg.ca or phone 311. Water and Waste has indicated that it will prosecute.

Contractors moving their garbage disposal problems onto autobin neighbourhoods is one of the factors in their annual household garbage being 1,600kgs (other City areas are between 850 and 1,000kgs.)

  1. I take pictures of them with my cell phone and send it off.
    Sometimes just pointing it at them scares them off too.

  2. Just a note....
    I have caught and confronted people illegally dumping construction debris in a auto bin on my lane...
    I recorded licence plates, vehicle description -"the works" and reported it to a number to agencies....
    The replies were ... "nothing can be done to these people" ( even with all the documentation i had) !

    So i would suggest the matter be brought before the city to determine how and why nothing can be done! It's essentially a worthless by-law if it's not enforced and their is direction on who will enforce it and how!
    Whats needed for a "valid" complaint... a photo ?

  3. I've e-mailed 311 today (April 24, 2010) to ascertain the minimum and optimum/kind of information they need in order to pursue a prosecution.

    Thank you for your email. We most certainly do pursue individuals who choose to dump illegally into autobins. We ask that if you are reporting illegal autobin dumping that you include what is being dumped, the description of the person dumping, a vehicle description and a license plate number. If it is someone in the area dumping items into the autobin that they should not be (couches, concrete, etc.) their address can also be provided, although I understand that it is usually people who do not reside in the community doing the dumping. With these complaints they are forwarded to our Community Services By Law Division to do an investigation. It is also helpful to provide the date and time of when it occurred.
